A Name Picked to Draw Settlers
Land for the townsite was bought in 1909, along the Santa Fe line. The Ripley Townsite Company chose the name Shallowater to attract settlers, and the town incorporated in 1955 (Handbook of Texas). Farming set the pace. By 1970 Shallowater had one of the largest hatcheries in the county, and cotton had become the main cash crop.
It is still a compact place. The 2020 Census counted 2,964 residents, on roughly 1.45 square miles. Locals may remember 2004, when Shallowater ISD won both state basketball titles.

Farm-Town Houses and Newer Streets
Housing here came in two waves. The first was the 1950s, which still accounts for about 19% of homes, by Census survey data.
The second wave is more recent. About 35% of homes have been built since 2000, by the same data, and the median home dates to about 1985. Nearly every house is a detached single-family home, and about 77% are lived in by their owners.
That mix matters for foundations. A 1950s house and a 2015 house on the same flat plain can show very different signs. The older one may have a crawl space or an aging drain line, while the newer one is a slab still settling into its first dry seasons.
Services for Homes in Shallowater, TX
- Settling slab corners. On newer homes, the outer edge of a slab is where drying shows up first. Slab foundation repair describes what gets measured.
- Older raised floors. If your home sits on piers and beams, worn shims or tilted posts can make floors bounce. The pier and beam foundation repair page covers the fixes.
- Cracks you can track. Drywall, tile and brick cracks are easy to log over time. Foundation crack repair shows how to size them.
- Deep support. Piers reach past the drier top layer of soil. The foundation repair page explains steel and concrete options.
- Getting floors back toward flat. House leveling explains lifting, shimming and the drainage work that helps it last.

Wind-Laid Soil and Wet-Dry Swings
Shallowater sits on the high, flat Llano Estacado. The common soils around Lubbock formed from wind-laid sediment, and many hold a lime-rich layer a few feet down (NRCS). Heavier clays such as Pullman crack open as they dry. The clay on playa floors, Randall clay, can split up to 2 inches wide in a drought and hold water for long stretches when wet.
That is why weather extremes matter more than the calendar. In 2011, Lubbock had its driest year on record at 5.86 inches of rain. That same March, hail as big as baseballs fell near Shallowater (NWS). Hail belongs to the roof, not the soil, but a big storm is a good prompt to look along the base of the walls.
Wet years happen too. Rain from what was left of Hurricane Tico piled up past seven inches in many South Plains spots in October 1983, and playas ran over their banks (NWS).
Shallowater, TX Names Repair in Its Rules
Shallowater has the clearest permit wording of the towns around Lubbock. The City of Shallowater Building Permits & Inspections office works from City Hall, 801 Ave. G. Its rules list repair right alongside building, enlarging, altering, moving and tearing down: if the adopted codes cover the structure, the permit comes first.
Foundation repair is still not named outright, so confirm with City Hall before the specialist starts. The City uses the 2024 International Residential Code. Permit fees are figured by the number of inspections, and inspections are scheduled through City Hall. Ask the specialist who will apply and who will book each inspection.
Rough Costs Before Anyone Visits
These rows come from home-cost sites. Three are national ranges. The Lubbock row is one site's local average and comes in lower than the national figures. None of them is our price or an offer for your home.
| Cost row | Figure | Source (year) |
|---|---|---|
| Typical foundation repair, national | about $2,224 to $8,134 (average about $5,179) | This Old House (2026) |
| Lubbock-area foundation repair | average about $3,018; complex jobs about $6,900 or more | This Old House (2024) |
| Piers, per pier | about $1,000 to $3,000 | This Old House (2026) |
| Crack repair, per crack | about $250 to $800 | This Old House (2026) |
In Shallowater, permit fees tied to each inspection can add a line to the total, so ask what is included. Run your numbers in the cost calculator, and see the foundation repair cost guide for how each row works.
Why Shallowater, TX Homes Settle Unevenly
On a flat lot, water takes the path of least effort. It can pool by a wall, sit in a flower bed, or soak in under a corner where a downspout ends. Meanwhile the far side of the house dries out. That uneven moisture is often what lets one part of a foundation sink a little more than another.
Long dry spells sharpen the contrast. On the U.S. Drought Monitor map dated October 13, 2026, roughly 64 in every 100 Lubbock County residents were in a drought area. Clay that dries can pull away from a slab edge. Then the first heavy rain swells it again. Older homes add their own factors, such as leaking drain lines, while newer homes are still meeting their first droughts.

Common Shallowater, TX Foundation Questions
Does Shallowater require a permit for foundation repair?
Repair is one of the jobs Shallowater's rules put on the permit list, for any building its adopted codes cover. They do not name foundation repair as such, so check with City Hall at 801 Ave. G first. Ask the specialist to handle the application or tell you who will, and keep that answer with the estimate.
Why is my 1950s house cracking in a different place than my neighbor's newer one?
The two houses may sit on different kinds of support and have different water patterns. An older home may have a crawl space, older plumbing and mature trees. A newer slab may be reacting to its first dry summers. A specialist looks at each house on its own terms, so compare notes but expect different answers.
Does Texas license foundation repair contractors?
No state license exists for this work in Texas. The commission that oversaw home building was abolished in 2009. Ask instead for proof of liability insurance, the warranty in writing, and a scope that counts the piers and says where they go. Ask as well whether a licensed professional engineer will be brought in to assess the structure or seal the plan.
Can I back out if I sign at my kitchen table?
In many cases, yes. Texas law usually gives buyers until the end of the third business day to cancel a sale made through a visit to their home, with some exceptions. Read the cancel notice in the contract and ask the company about it. This is general information, not legal advice.
